Position: Festival Manager

The Festival Manager is an integral part of the management team of the Festival Management Committee (FMC) responsible for the successful execution of the Toronto Caribbean Carnival festival.  This is a multifaceted role providing leadership in the day-to-day execution of the festival, including logistics, security, stakeholder relations, vendor management, festival program development, and administrative functions.  Knowledge of the Caribbean Carnival arts is key, and this position reports to and works with the Managing Director.

Duties and Responsibilities 

Key functions of the role

  • Overall production and event logistics for all events for the Toronto Caribbean Carnival
  • Develop and manage production budgets to maximize benefits and resources for the festival, ensuring that invoices are processed as per the festival’s financial requirements.
  • With the assistance of the Planning Advisory Committee, develop external stakeholder management plans to maximize positive engagement from such entities.  Key stakeholders include the Mas Band community, Organization of Calypso Performing Artists (OCPA), and Ontario Steelband Association (OSA).

Event Execution

  • Develop and help produce the Toronto Caribbean Carnival events, working closely with the Managing Director and the Planning Advisory Committee.
  • Book and liaise with venues, site owners, and associated vendors.
  • Liaise with relevant authorities including emergency management services, traffic management, Public Transport authorities, Toronto City staff, and Toronto Police as may be needed to deliver event requirements.
  • Manage marketplace food vendors.
  • Manage beer tent and other alcohol suppliers.
  • Obtain quotes, safety reports, research options. secure production, suppliers and infrastructure requirements for events produced by Toronto Caribbean Carnival.
  • With the assistance of the Planning Advisory Committee, develop event maps, parade route, and pedestrian management plans.
  • Liaise with stakeholders to ensure event production requirements are known, and appropriate schedules for all requirements are developed and communicated to all involved.
  • Ensure necessary approvals, permits and licenses are obtained for events with a particular focus on the City of Toronto. These may include Event Plans, Site Plans, Pedestrian Management plans Bar Management Plans, Safety, and Evacuation Plans, Liquor License (s), permits applications, event schedules, signage plans, and Traffic Management plans.
  • In close consultation with Managing Director and Marketing Manager, liaise with sponsors regarding requirements for sponsor activations for the Toronto Caribbean Carnival and ensure delivery of contractual commitments in an effective and timely manner.
  • Ensure Ontario Health and Safety requirements are implemented to provide a safe working environment for the general public, artists, employees, suppliers, and contractors.
  • Develop site-specific emergency procedures in consultation with the Managing Director, and where appropriate external risk management consultants.


  • Work with the Event Managers to execute the scheduled events.
  • Liaise with Volunteers Coordinator on volunteer opportunities for the festival where applicable.
  • Engage and liaise with event Stage Managers and or site managers as required.
  • Appoint, schedule, and manage staff and crew, including volunteers or interns where appropriate, for event requirements within budget parameters.
  • Liaise with sponsors, suppliers, bar staff regarding bar requirements for stalls, food areas etc.
  • Attend operations meetings with other festival staff to ensure regular communication of event progression and ensure key deliverables are achieved cohesively and effectively across the office..

Other Duties 

  • Develop and ensure the continuation of positive relationships with stakeholders of the festival,
  • Participate as a member of the festival team regarding broader fundamental organizational needs and priorities.

  • Education and Experience
  • 7 or more years of project management or supervisory experience
  • Festival management experience – knowledge of basic festival protocol a plus
  • Business degree, event logistics, or project management certifications
